Moscow is a city of 10.1 million inhabitants (2002) and the capital of Russia. It is located on the Moskva river. It is located in the region called Central Russia (which is actually in the west of Russia). It was the capital of the former Soviet Union, and of Muscovy, the pre- Imperial Russia. The most famous sights are the Red Square and the Kremlin, with its elegant onion domes, which serves as the center of the Russian government. Moscow is also well known as the site of the Saint Basil's Cathedral.

National Research University "Moscow Power Engineering Institute" - MPEI - was founded in 1930 in Moscow at the very beginning of world power engineering development and was widened and enlarged with the discovering of new energy sources, solving new scientific and technological problems, implementing of new methods of energy generating, distributing and consuming. MPEI is of the same age as Russian Power Engineering.
